Drag and drop is permission based if you don’t have permission to the “Allow Stock Drag and Drop” script drag and drop will be disabled. To fix this you can go to HR > User Mgmt > Security Group Management and select the security group you are part of, select stock and add the “Allow Stock Drag and Drop” to the list of permissions you have.
